Competition policy

The article explains the current and expected changes in the competition policy of the Russian Federation. In order to highlight the specific features of competition policy and antitrust enforcement in Russia, the article compares the objectives and instruments of the Russian enforcement with those under normative concept of competition policy and design of competition policy globally. Two challenges that Russian competition enforcement faces are international sanctions and deglobalization and restructuring of the markets under the impact of large digital platforms. History of competition policy development explains the response of competition policy on these challenges. Cut of administrative costs of business, amplifying the on-going reform of control and supervisory system in Russia, became probably the most effective competition-enhancing measure. Export restrictions in the form of quotas and tariffs partially replaces the enforcement against excessive pricing under the law “On protection of competition” aimed at the decreasing pass-through of commodity prices from international to the domestic markets. Competition enforcement towards digital platforms mostly uses the general provisions of the law “On protection of competition” in spite of the persistent desire to adopt the sector-specific antitrust provisions. Complete or partial exit of the international digital platforms from the Russian market (or at least from business in Russia) partially smooths the severity of the issue of monopolization in domestic market. The Russian digital platforms in particular segments still compete with the domestic as well as international rivals.

Methods and technologies of entrepreneurship education

The article analyzes the features of management of participation in competition as an integral part of business management in a competitive environment, as well as the list of its objects. The areas of management of participation in competition are considered: management of resource support for participation in competition, management of achieving and maintaining acceptable results of participation in competition, management of business processes of participation in competition. A detailed description of the phenomena of competition activity and competition actions is given. The importance of managing the competitiveness of rival parties, managing the competitive stability of the latter, and managing their competitive positioning in the competitive environment of the modern economy is revealed. The rationale for the level approach to structuring the management of participation in competition is given; on its basis, the strategic, operational and situational levels of competition activity of the rival parties are identified. An instrumental management system for participation in competition is considered, which includes planning and control of the acceptance for execution and application of strategies for participation in competition, modeling tactics for participation in competition, forecasting tactical periods of participation in competition, development of operational scenarios and technical regulations for the use of tactical competition operations, planning, organizational and motivational regulation of actions to participate in competition, the use of working schemes of competition actions according to the situation, creation and implementation of home preparations for competition actions, justification of corridors of situational creativity, operational control of participation in competition.

Psychological aspects of management activities

The article is devoted to the consideration of one of the main problems in the study of the psychology of managerial and organizational activity, the content of which is the identification and explanation of the patterns of its subjective determinants in general and individual qualities that act in relation to it in the functions of professionally important ones. Theoretical-methodological and empirical-experimental materials are presented that reveal and explain the specifics of professional competencies. The article substantiates a new solution to a key problem in the psychology of activity, namely the problem of the relationship between basic professional competencies, which are traditionally designated by the concepts of “hard” and “soft” skills. The article notes that their structure undergoes significant transformation in management activities, as a result of which their functional role in its organization is qualitatively specified. Judgments are given that substantiate the need to differentiate a new pat-tern of organization of these qualities, designated by the concept of a mechanism for the inversion of soft and “hard” skills in management activities. It is substantiated that this phenomenon, as well as other basic psychological features of managerial and organizational activity, are deter-mined by its most important feature – its attributive meta-activity nature. It is noted that existing ideas about the composition and structure of these categories of subjective determinants of man-agement and organizational activity need to be deepened and expanded; specific data supporting this are presented. Some additional types of competencies of this kind have been identified and interpreted. It is shown that a special role in the structure of soft skills is played by those that al-low the regulation of the functional role of reflection in the implementation of management.

Business competitiveness in the digital environment

The article is devoted to the analysis of a specific aspect of the digital economy influence on the dynamics of economic growth, namely, the analysis of the multiplier effects generated by the digital economy. The article analyzes the positive and negative aspects of the digitalization impact on the dynamics of modern macroeconomic development. Attention is focused on the fact that the vast majority of these aspects have already been identified and studied. While researchers pay insufficient attention to the multiplier effects of economic digitalization. It is shown that the relevance of these effects study is determined by the fact that, along with the strengthening of the country’s economic development processes, these effects can generate a shortage of resources and inflation. Consequently, multiplier effects require consideration in economic digitalization projects. Consideration should be supplemented with an active influence on the trajectory of the investment projects implementation through a change in the value of the investment multiplier. The purpose of this article is to analyze the positive and negative multiplier effects generated by modern processes of macroeconomic digitalization. The article clarifies the mechanism of action of the investment multiplier through the formation of multiplicative chains based on the transformation of the expenses of some their participants into the income of others. The positive and negative directions of the influence of digitalization on the dynamics of the investment multiplier are characterized. It is concluded that the positive impact generated as part of the digitalization of the world economy on the value of the investment multiplier prevails over the negative ones. The results obtained are confirmed by statistical data characterizing the multiplier effects of the digital economy in different countries of the world. It is noted that certain concerns remain regarding the negative impact of digitalization on multiplier effects through its impact on the labor market.

The article is devoted to determining the prospects for improving the management of business competitiveness through expanding the use of artificial intelligence and big data technologies for its sustainable development in Russia. The research methodology is based on the use of regression analysis, which is used to model the influence of factors of the use of digital technologies in business on the competitiveness of the economy. The time period of the study covers the boundaries of the Decade of Science and Technology: statistics for 2022 are used and a forecast is compiled for the period until 2031. As a result, based on the experience of the top 30 countries with the most active use of digital technologies in business in 2022, the authors compiled an econometric model competitiveness of the economy. Based on this model, the prospect of using artificial intelligence and big data in managing the competitiveness of Russian business for its sustainable development in the Decade of Science and Technology is revealed. The author’s main conclusion based on the results of the study is that the prospect of strengthening the competitiveness and sustainable development of business in Russia in the Decade of Science and Technology is associated with an increase in the use of artificial intelligence and big data technologies by business structures. The authors substantiate the feasibility of active technological modernization of business to strengthen technological competitive advantages, which are of great value in the modern market environment. The authors provide a scientific argument that artificial intelligence and big data technologies are more preferable (they make a much greater contribution to competitiveness) than Internet of Things technologies and cloud services. The practical significance of the results obtained by the authors is due to the fact that the recommendations compiled for increasing the activity of using artificial intelligence and big data in Russian business will make it possible to more fully reveal the growth potential of its competitiveness. The proposed control values of the relevant indicators will serve as guidelines for this in support of sustainable business development in Russia

One of the key driving forces behind the breakthrough development of the Russian economy is technological entrepreneurship. The importance of attention to the development of this area is confirmed by the goals and mechanisms for achieving them formulated in the Concept of Technological Development of Russia for the period until 2030 year. Technological entrepreneurship contributes to solving the most pressing problem at present. It is ensuring the technological sovereignty of the state. The interaction of science and business in the process of creating innovative products and services is supported by an appropriate ecosystem, the goals of which are aimed at activating entrepreneurship, accelerating the delivery of ideas to the creation of a prototype, and then to the final consumer. The article analyzes the specifics of technological entrepreneurship, as well as the ecosystem of its support in Russia. Regardless of the priority group of technologies to which the idea being developed belongs, in the process of creating and launching an innovative product on the market, it is proposed to pay attention to the design of a digital circuit that increases the competitiveness of a startup in the market. The purpose of this work is to determine the principles, specifics and composition of the main elements of the digital circuit of a technology startup, building a matrix of digital tools depending on the stage of product development. The results obtained have both theoretical and practical significance, providing an increase in knowledge in the field of studying and developing technological entrepreneurship and applying the results obtained to design the digital circuit of innovation-based startups.

Regional development and management

The article substantiates the phenomenon of resilience as one of the competitive advantages of the territory. The authors draw attention to the fact that the relevance of preserving and increasing the resilience of regions and municipalities is increasingly increasing in the conditions of a modern turbulent economy. It is noted that in crisis and destructive situations, the competitive advantages of regions and municipalities are transformed. It is emphasized that competitive advantages are quite multifaceted and flexible. The features of exogenous and endogenous competitive advantages of the territory in the modern economic space are revealed. The article analyzes approaches to the concept of territorial sustainability, clarifies the concept of territorial resilience, and identifies priority conditions and resources for preserving and increasing resilience. The authors emphasize that the theoretical aspects of the viability of territories, methodological tools for assessing its potential, as well as ways and mechanisms for increasing it are just beginning to be developed. Attention is focused on the need for the development of regions and municipalities to focus on their territorial individuality, especially when developing and implementing programs to overcome crisis and shock situations. The article proposes a consideration of territorial individuality as a special socio-economic institution for the development of regions and municipalities, which is especially relevant in the context of modern challenges. The scientific novelty of the study lies in the formulation of the conclusion that, under existing conditions, the viability of a territory is needed not so much for successful competition in the economic space, which in itself is very important, but for quickly overcoming crisis and shock situations in a turbulent economy with fewer losses. During the research process, general scientific methods were used, in particular the dialectical method, the unity of historical and logical, abstraction, analogies, etc. The results of the research can be used in the development and implementation of projects to increase the viability of territories in a modern competitive economic space.

Entrepreneurship practice

The article on the basis of the review of scientific literature reveals the theoretical aspect of the problem of growing competition in all branches of economy under the influence of a number of factors of the digital world, and also analyzes the concept of “electronic commerce (e-commerce)” as a technological innovation that in the modern world radically changes consumer behavior. The main methods used in the study – analysis, generalization, comparison and description of the obtained results, data visualization is presented in the form of graphical elements – charts and tables. The authors conducted SWOT analysis of JSC Commercial Bank “Ural FD”, which was based on the results of the previous stage of the study, namely, comparing the activities of the Bank “Ural FD” with its direct competitors on a number of criteria related to the field of electronic commerce. Thus, in this SWOT analysis the criteria by which the bank occupies leading positions in comparison with competitors are used as strengths of the company, and determinants with the largest lag from competitors – as key weaknesses respectively. Areas of threats and opportunities have been identified through the examination of the external environment from the social, political, economic, demographic and other perspectives. As a result, the authors were able to identify “bottlenecks” of the company. In doing so, it was found that the bank has a significant capacity to address them and potential threats, using its strengths and capabilities. The results of the study are of practical importance, as they will be used at the next stages of the scientific project when developing the Bank’s development strategy and specific methodological tools within the framework of the proposed directions.
