The article describes the main economic instruments of state regulation, are currently in use in the oil market. Revealed that the market is not enough competitive, has displays of regional monopolies, the disparity of oil-date, which proves the effectiveness of the lack of government policy in this area. Show the direction of improvement of such instruments of state regulation at the federal and regional levels, as the formation of price indicators for petroleum products, exchange trade, customs and tax policy, the implementation of trade interventions.

Petroleum product market today is characterized by a lack of transparent pricing, non-competitive activities of vertically integrated oil companies, leading to a reduction in the number of participants in wholesale and retail markets, and thus to further monopolize the market and the need to fulfill the demands placed on technical regulations for motor fuel. This article considers the state regulation, which acts as a factor in competitiveness and aimed at creating the conditions of functioning, independent of economic entities.

After destructive financial crisis of 2008 many economists — financial market experts said in favor of restricting the competition in the financial sphere and state regulation strengthening in order to protect economy from the destructive impact of financial markets. That is, the critical relation to competition as a whole and to financial innovations in particular prevails. In that article we try to reconcile competition and regulation, asserting that the financial (bank) system should also be opened to the influence of «creative destruction» which is a part of an innovative competition. The role of government regulation of financial sector on an example of mortgage crisis in the USA also is critically considered.

Private labels (PLs) have become wide spread across all countries being an effective instrument to drive business of large retailers. On the one hand they cause sales and profit growth for retailers and private labels manufacturers as well as consumer loyalty increase. On the other hand private labels introduction can harm position of national brands’ manufacturers behind decrease in negotiation power and advertising support in-store. Net benefit for society can be either positive or negative. This is driven by different movements in average price in category, assortment and quality of goods.

The problem of the analysis of the competitiveness of the business relevant in any market economies and at any stage of their development. But in a changing environment activities of the business are changing values, respectively, changed and improved analysis tools. The article describes the possibilities of the use of value based analysis for the purposes of the analysis of the competitiveness of the business. Is considered tools at the strategic and operational level, as well as the practice of application of such tools.

Antitrust regulation

The article is devoted to the ex-post evaluation of the merger approval and the remedy development by Russian competition authority — the Federal Antimonopoly Service (FAS) — using the results of interviews and a sample survey. The analyses and the decisions made by the FAS in several large merger deals completed in 2006–2008 are assessed. The authors explain the comparative advantages of different methods to assess the effects of the public policy employed in Russia, as well as alternative approaches for the evaluation of the effects of the mergers. The data of interviews and sample surveys allow to reject the hypothesis on the restriction of the competition as a result of the merger deals. At the same time the experts are skeptical towards the conditions in the merger remedies and their impact on the market competition.

Regional Competitiveness

The article examines the questions related to the definition of competitive advantage tourist destination Naro-Fominsk municipal area on the basis of the author’s research on the proposed methodology. Given a strategic plan for the development of tourist destinations of Naro-Fominsk municipal district for increase its competitiveness.

Currently, the expenses of municipal budgets for the next financial year are planned from the «accessible level». Expenses of a current year are based on the expenses of the previous year and adjusted in accordance with the deflator price recommended by the Ministry of Economics of the Nizhny Novgorod region, taking into account planned for municipal revenue. If during the year there is a change in the legislation, the budget can be precised. This technique does not allow forming a balanced budget. Authors suggest to distribute budgetary funds in the directions of an expenditure using a method of the analysis of hierarchies. It will allow to distribute budgetary funds more with deep arguments. It will significantly increase competitiveness of municipalities innmodern conditions.

Periodic conferences of suppliers, as a form of realizing the potential of social structures, is an efficient tool in the system of company’s market communications aimed at long-term cooperation with partners and also contributes to receive additional competitive advantages in the framework of the well-known market strategies.
