In the present article by means of the analysis of the subject, purposes, functions, basic categories of the antimonopoly law original maintenance and essence of antimonopoly regulation as way of influence on public interests and public order are defined. As a result of research of model of anti-monopoly regulation in interrelation with adjacent spheres of the state activity the measures which application contradicts essence of antimonopoly regulation come to light.

The Russian legislation establishes for the financial organizations more rigid control over agreements which they conclude. Poor state of airport infrastructure in our country, implementing a policy of «open skies» air transport market in the world, actualizes the problem of finding effective mechanisms to enhance their market attractiveness. The competition can become such tool. The article gives classification of the airport services; select a segment in which competition can have positive spillover effects, analyzed in detail the forms of existence of competition in the market of airport services.

New Deal economic policies of the country objectively requires increased attention in the manage¬ment of interactions between participants in the market of cargo road transport services. Institutional reforms in the transport industry have formed a new system of management based on the principles of using various forms of ownership and control in the market place. Under these conditions, a clear need to improve the organizational and economic mechanisms for managing interactions between participants in the market of cargo transportation by road. The author carries out theoretical gener¬alizations necessary to highlight the processes that determine the sustainability and effectiveness of market development of road freight services.

The system of the prevention of financial crises is an important boundary of struggle against uncontrol¬lable risks and should be developed as one of the important components of wider national strategy of the prevention of crises. In case if one of prevention methods is used only, it can create the false sensation of safety leading to inactivity of groups of risk and responsible bodies. Today the wide approach to the prevention of crises, in which frameworks the system carries out not only information function, is applied, but also offers measures on decrease in probability of occurrence of crises and reduction of their social and economic consequences. In such kind the prevention system carries out a function not only decrease in risks, but also crises preventions, reduction of consequences at each stage of its development.
