In this paper we formulate requirements for the formation of a universal theory of competition and analyze separate assumptions by some authors in connection with the development of the general concept of competition. Article also contains the author's hypothesis about the possibility of creating a general theory of competition on the basis of a systematic approach. In this context, competition is considered by the author, not only as a process, but also as a three-level system that includes an expression of competitive relations in the principle of a market economy (macro level), the mechanism of competitors interaction (meso level) and ways to implement the economic goals of competition (micro level).
