The aim of the article is to analyze reform of the tariffs regulation for the Russian electricity distribu- tion companies against the background of the global tendencies in this sphere. The «cost plus» regulation approach which applied to electricity grids till 2009 did not help to bring investments in the sector. Starting from 2009, the new long-term tariff methodology (RAB-regula- tion that stands for Regulatory asset base) has been introduced. The main goal of the tariff reform is to stimulate investments into electricity networks and to improve their operational efficiency, service quality and reliability. Starting from 2012 the electricity distribution companies that have not completed transfer to RAB-regulation are regulated under long-term indexation. Some features of the transition and design of the new tariff regulation caused dramatic increase of the grid’s component in the final tariffs for the commercial consumers. This fact is extremely nega- tive both for the competitiveness of the Russian producers and for the prospects of the unified energy system. Tariff regulation of the power grid companies influences not only the efficiency and reliability of electricity distribution but may also directly affect competition on the wholesale and retail electricity markets and overall liberalization of the electricity market.

Russian heating is in a transition stage to the new system of tariff regulation. There is an opinion that existing system of tariff regulation is one of the main reasons of the sector’s problems. Last times different approaches to tariff design were taking into account for solving such problems on governmental level. The key challenge for regulator of district heating is choosing the best way of tariff regulation, because chosen methods give different results.

Competitive Russia

The aim of this work is the analysis of foreign practice of auctions concerning the stability of the expected revenue. In 1961 W. Vickrey noted that in conditions of risk aversion of the participants Dutch auction is more profitable than English one. In 1984 Maskin and Riley complement that the same result should take place if the auctioneer is risk-averse, and the participants are risk-neutral. Complementing the above works, the author shows the advantage of the first-price auctions in the presence of high risk participants and makes the conclusion, that the same form of auctions should choose risk-neutral organizer of public procurement system, as the participants of the pro- curement system is not neutral to risk. Despite the findings, the author notes consistent implementation of English reverse auctions in the Russian system of public procurement, beginning with 2006. The author shows that, despite the large «random» high efficient e-auctions, the overall efficiency of English reverse auctions in Rus- sia is significantly lower than the less risky auction forms and even lower then «beauty contest», the main competition in which occurs with non-price criteria. The author reveals the negative externali- ties of English reverse auctions in Russia to the market conditions and offers to provide immediate transition of the Russian public procurement to less risky auction forms.

In article the questions connected with history of creation and a condition of economy of the par- ticipating countries of the Customs Union are considered. Authors analysed both positive, and negative tendencies of development of economy for each participating country. The analysis of a rating of the participating countries of the Customs union is carried out to Doing Business from 2009 to 2014, and also expected values of growth rates of economy of the Common economic space and consumer inflation.

The article deals with the general theoretical definition of the strategy of competitive actions. The author describes the strategic group of competitive action, draws the contours of the strategic management level of competitive action, reveals the classification of types and kinds of competi- tive strategies. For each type of competitive strategies The author indicates the advantages and disadvantages, the base terms of implementation.

Antitrust regulation

This article focuses on the development of antitrust policy in transition economies in the context of preventing explicit and tacit collusion. Experience of CEE countries (Bulgaria, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia, Czech Republic, Estonia) in the creation of anti- trust system was analyzed, including both legislation and enforcement practice. The analysis takes into account such institutional problems as: classification problems (tacit vs explicit collusion, ver- tical vs horizontal agreements), flexibility of prohibitions («per se» vs «rule of reason»), design of sanctions, private enforcement challenge, leniency program mechanisms, the role of antitrust authorities, especially in criminal investigation issues etc.
