Strategy and tactics

The modern Russian regions' development is an issue that has been poorly researched. According to the authors, the main reason for that (among other things) is the fact that the federal center uses its domineering policies that are especially clearly seen in the financial sphere. As a result, many regions and country constituent territories have no opportunity to continue the social and economic development of their businesses and production sector as it is determined by the funds allocated centrally. Consequently, the regional agglomerations find themselves in an even more complicated situation as they are, as a rule, not regarded as independent economic entities by the modern Russian legislative bodies. This is the reason why the regional economic systems' development is hampered, they cannot become competitive and efficient, and thus, the national economy cannot enter the «civilized» market.

The market relations development, competition activation, more complex technology introduction and more complex management tasks evoked the necessity of developing the new instruments; first of all, the controlling instruments, that could help observe the changes that were happening both inside the businesses and in the business environment. Managerial decision-making system should operate at a higher speed and with better quality, so it is necessary to develop a formalized approach and a decision-making procedure in order to give the managers the time they need to deal with unconventional situations. This is the reason why controlling as an instrument that supports the decision-making system is becoming increasingly popular in Russia. The author of the present volume refers to his own experience to give his own formal definition to the concept of controlling. He wants to give a definition that is appropriate for the competitive environment where modern companies operate. He would like to define the place the financial controlling instruments occupy within the general corporate controlling system. Besides, the author focuses on the controlling mechanisms used in the construction and development companies.

Russia has been one of the world leaders in the M&A market development for a few years. The number of domestic and international M&A agreements concluded in Russia is constantly growing. The «SME» players become proactive. They consolidate their small assets in certain economic spheres. The Western (first of all — European) companies show their interest in coming to the Russian market. This is why we think the research into the Russian M&A market best practices is needed. The Russian market comparative analysis has been made when the parallels were made between Russia and (mostly) the Central and Eastern European countries. The comparisons between the Russian market and the Western European markets are rare. Our comparison of the M&A markets in Russia and Israel is the first analysis to be done of such kind. The development trends on both markets are similar. Those two markets have seen fantastic success in the last two years but the ways to gain the success were different in each of the two countries. This is the reason why it is necessary to analyze the potential of the Russian M&A market.

The formation of strategically active economic agents in post-Soviet Russia is a regular process demanding the creation and development of the proper theoretical-methodological base of strategic planning which makes it possible to take into account in full both Russian specific features and the peculiarities of particular branches. Many of the criteria and methodologies used in the competitive environment research help a com¬pany make fairly accurate assessments of the competitive environment characteristics. The company develops its competitive strategy using the assessment results. Competitive environment formation is determined not only by the systemic rules but also by the availability of the appropriate system operation launching mechanisms. Competitive development in Russia today is hampered by the incomplete legislative base, bad infrastructure and the fact that the decision making process is based upon the political, not economic incentives. The author of the article examines the issues related to the competitive environment support legislative base development and improvement. The partnerships between the state-owned and private companies might play a great part in the legislation development as their aim is to form solid links between the academic community and the market players and secure the scientific «product» marketing.

Professional competences are one of the systemic features of a modern specialist. The experts are becoming increasingly interested in defining the notion in the context of the education system reform. The higher education institution is aimed not only at providing basic competences needed to the graduate to perform his ordinary duties within the framework of his terms of reference, but also at forming creative skills and developing his creative potential, at furthering his future personal and professional development as all of these are the main objective and goal the institutions have.

Many HR specialists know from experience that 85 % of the Russian companies' management staff do not have any managerial background and education. In many cases the leadership qualities and charisma play the part the education should have played here. The experts also say the 70 % of the newly founded companies shut down during the very first year of their operation. The main reason for the failure is the absence of the leadership skills and talent. At the same time, according to the experts, even the management that has the leadership skills often lacks the background needed for an efficient manager. Besides, the leadership skills as such can hardly be defined although everybody knows that they contribute to the business success. The authors discuss the issues related to the professional manager competences formation, try to find out whether the competences available meet the employers' requirements, and identify the demand for the talented managers in Russia.

Russian peoples' attitudes towards the labor and the businesses and their place in the general attitudinal pattern Russian people today are searching for some kind of a «national idea». According to the author, the idea is clear. It is necessary to do one's best to make people perceive that such qualities as intelligence, educatedness, professionalism and respectability are good in all the senses of the words, including the material aspects of it. Western and Russian analysts who have analyzed the Russians' attitude towards the labor and business activity, say that among the most conspicuous features are the lack of the business ori-entation and the lack of a feeling that labor is a source of wellness and prosperity.

The image the institutions have in the corporate world is a conglomerate of opinions and viewpoints the educational services end users, both current and would-be, have on the way the universities operate. When such a critical management aspect as the reputation is in question, it is usually the quality that is of paramount importance, be it the process results, the process itself or the systemic and management quality.

Maintaining and supporting the changing world of education within the framework of the Bologna Declaration should become a prerequisite for the sustainable social and economic development. The country development should be guided by a pattern where the priorities are the scientific products practical implementation and the elaboration and use of new technologies and the new knowledge. The Russian economy and the Russian society members cannot become competitive without the education and science development. The sectors' development is the key factor in the knowledge economy development based on the intellectual effort. That is why the universities should make their institutions increasingly attractive to their services users and provide the guarantees of employability on the labor market to their graduates.
