Clusters and competitive capacity: analysis of Russian motor-car constructionThe article is devoted to the analysis of cluster relations that are considered to be a factor of an enterprise competitive capacity in the Russian motor-car construction. Within the framework of the research the analysis of the Russian motor-car construction spatial structure is carried out, the biggest regional centers (potential clusters) are found, distinctive features of cooperation among companies and the competitive environment are studied in two Russian regions. The results of the research allow the authors of the article to come to the conclusion that in the case of the industry under the analysis geographical concentration, predominantly the heritage of the planned economy, cannot be the basis for the identification of regional manufacture centers as clusters. The reason lies in a low level of cooperation among partners. Nevertheless there are prerequisites for the develop¬ment of cluster relations in the industry under the analysis. Using open data of the Russian federal agency of government statistics we also discover levels and dynamics of world and domestic prices of a wide range of traded goods in order to find signs of imperfect competition at domestic markets. Read more...Industry product distribution structure changes in Russia during the period of economic growth in 1997-2004The article is dedicated to the analysis of the laws that determine the changes in the structure of industries' distribution in Russia during the period of economic growth in 1997-2004. The research shows that the geographic distribution of the production plants is still under the influence of the tendencies that existed during the Soviet times. However, one can observe the interregional industrial facility redistribution tendencies, although the scale and the speed of the change vary from one region to another. Among the factors that contribute to the changes one can name the regional investment climate characteristics, the regional scientific research potential, the interregional industrial ties and the ties that exist between the industries within one region. The research findings also show that the industries' geographic distribution is also influenced by the international competition trends.

Russian wave of mergers and acquisitions in light of world trends: tendencies and factorsThis paper is devoted to the analysis of mergers and acquisitions in Russia. Using the statistical and econometric methods the estimation of macroeconomic and industry factors influence on the intensity of mergers and acquisitions processes by sectors of Russian industry is carried out. As a result the relationship between the activity of the redistribution process of the corporate control rights and some industry characteristics such as an involvement into the foreign trade, the relative industry size, the concentration of production is revealed. Read more...Non-competitive agreements between auction participants: the case of RussiaNon-competitive behavior of auction participants is a serious problem, leading to losses of economic
efficiency of projects where the mechanism is used. Such violations are quite common in
Russia and are traditionally in the focus of attention of antitrust authority. In practice, the prosecution
of competition-restricting agreements is often problematic, given the diversity of their forms
and underdeveloped standards of proof. This, in turn, weakens the deterrent effect of antitrust
prohibitions.
The purpose of the article is to assess the role of the parameters of the auctions and standards of
proof applied in the Russian antitrust investigations which they play in opposition to the conclusion
of the competition-restricting agreements in competitive bidding. To achieve this goal in this study
we generalize the results of theoretical studies devoted to the analysis of collusion in auctions.
We also analyze the most common violations of the antitrust law by auction participants found in
the Russian practice. The case study method is used to identify the parameters of the auctions,
facilitating entering into competition-restricting agreements, as well as problematic issues related
to attracting bidders to justice for anti-competitive behaviour.

Structural Alternatives of the Method of Comparable Markets in Implementing Antitrust LawThe basic idea of using comparable markets for antitrust analysis is discussed. The structural
alternatives of the method are presented, including the «before-and-after», «yardstick» and «benchmark
» variations, as well as a synthetic method, combining traits of the first three. A link is established
between the requirements for the applied method of analyzing comparable markets, the criteria
used to determine them and the research objectives — establishing the fact if an excessive or
predatory price has been set and estimating the harm from an anticompetitive practice. International
practice in applying the method of comparable markets in antitrust is analyzed based on cases from
the EU, separate EU countries and the South-African Republic.
